Rev Counter Needle On A Carina E

Hi.

New to this forum,can anyone help with a problem i have with the rev counter needle on my carina, when i turn the engine off the needle will drop down but will not drop all the way down,but if you turn the engine on again it will drop all the way down before going up to the normal running revs. it sometimes drops all the way down, but not the majority of the time.

This started a couple of months after i had the economy light bulb replaced.
