Whining Noise From Front Wheels @ >30 Mph

I have put new four 215/40/17 wheels( Wolfrace Catana 2 ) + tyre( budget ) into my car today. After driving down to my house from garage, I found that Wheels are producing whining noise from wheels ( I think it's from front wheels ). THe noise and the vibrabration can be feel all over the break,clutch,gas padel and even on steering through the wheels have been balanced before putting into the car.

Tomorrow I will take my car to the garage where I fitted my car wheels. Lets see ... :angry:

Any suggestion will be welcome.

Well my car is Avensis GS 1.8 - 1999 Dec reg

Have you got the centralizing (spigot) rings fitted which centre the wheels on the hub?.. if not you will get vibration.
