Heater Problem?

Hello. I own a 02 plate Avensis 1.8. The problem is when using the heater controls, i get full on cold air when set to cold (the blue dot under the number 16), which is fine. I move the heater contol a few notches ( just on the number 16) and it is full on hot air. There is no in between. This is with the air-con off. Is this standard, or is there a fault. Any help would be appreciated. Thanks in advance.
