Auto Choke What Revs When Really Cold?

I have only had the Rav for a month but, noticed over this cold spell that the revs are up at 1700 from start up and drop as it warms up....What wear is taking place at this crucial time I dread to think..

Is this normal or have I got a problem..

Thanks or the link Anchorman, seems like I may have the same problem and will check the cheapest option first...pipes, connections etc and the the idle valve thingy majig....
