Headlight Focus (mot)

Has anyone else had a problem with the focus of the headlights at MOT time? I can't see any with search...

Apparently, the dip beam is supposed to produce a sharp line on the beam alignment tool at the focal point. Ours produces a blurry mess with both lights....

Its going into to the dealership as it sounds like a build fault. No bulbs or headlight units have been replaced, so its how it came...

It is possible that at some stage someone has replaced the bulbs incorrectly as if they are not seated correctly they produce a poor image.Also it is possible that the bulbs themselves require changing.Barring those two relatively cheap fixes the only other explanation would be faulty headlamps as in a similar fault the Avensis had.
