The odd situation that " It doesn't matter how many letters or emails you send off to Toyota Japan or Europe, the letters/emails will ALWAYS be sent back to the country who sold the car.
The best way to complain about any problem from any manufacturer is to write to write to your local television motoring and consumer program. Also write to all of the motoring magazines and national newspapers. If Toyota or any car maker get a call from a journalist asking what are you doing about this issue on your cars they will usually get a response otherwise they get a national headline of Toyota do nothing about owner problems.

If a multinational company are ignoring you getting them some national publicity usually gets a response.
