Dirty Grimy Marks On Tinted Side Windows

i seem to have both side windows on ma estima ultimately dirty.

The stains on them don't come off.

After i washed the car when i bought it.

I thought the marks were on the inside because, even by rubbing them with slight pressure they don't come off.

Because the windows are tinted u can't really tell. But the closer you get you come across the grimy widows.

Whats the best possible thing i can use to take the marks off.
