Help Needed With My St185 No Power

i need some help,my celica st185 uk car runs smooth as,but has no power?. it goes better on quarter throttle comes on to boost but no kick init,i have owned loads off turbo cars from a ren 5 gt turbo to a scooby wrx 260 bhp and a sapphire cosworth the list goes on but iam not hear to ramble on my gt4 is slug slow. it has a couple off mods

front mount intercooler with hard pipe kit

hks air filter

tubalar exhaust manifold

ct 26 hybird turbo i was told but is only oil cooled???should it be water cooled as well???

full stainless steel exhaust with decat pipe

boost gauge

forge acturator

ive done a ecu self test and shows up 51 tps/air con i cleared the codes relernt the ecu and still comes with 51

but the air con has been removed???

it is only boosting at 7 psi

it starts 1st time, holds 30psi off oil pressure on hot engine at oil temp at 110 c

it feels like its holding back.

ive check all vac pipes and appear to be all ok

checked base timing at 10 degrees

fitted new leads,cap, and rotor

and no boost leaks and the intercooler is ok,

i also have 2 cars for spares 1 inport 1 uk

the only thing i have not got to try is the little boost presure sensor near to the ac idle up

could this be a cause???

should this car run close to 200bhp as standard? as people state
