2004 D4d Question

Hi guys, ive just purchased an 2004 Avensis T2 D4D and have a question. The front fog lights are not on the model i own and instead on the drivers side has an insert to cover the area where they would normally be. On the passenger side however this insert is missing. Should there be a panel at both sides? If so, i would want to source a replacement so if anyone has the part number or description i would be in your debt.

There should be a gap, its the inlet for the air filter.
