Toyota Carina Ii - 4a-fe Engine Starting Problems

I have one strange problem with Toyota Carina II, 1991, engine 4A-FE. When I try to start the engine, during cranking, the fuel pump doesn't start always and the engine won't start. I have checked and at the fuel pump doesn't arrive 12V but something between 9-10V. I replaced Circuit Opening Relay with new one, cause I heard fast clicking instead of usual one click when engine is stoped from cranking (turned off), and I was like 99,99% that I have solved the problem, but I did not. When I connect on Diagnostic panel fuel pump direct, the engine starts and works perfectly. The fuel pump is 100% ok, Circuit Opening Relay is new one, and I still have the problem. What else could make problem ? You can see engine photo in attach and maybe you will have some solution. The problem is that it dosn't happend always, 3 times the engine starts perfect, and the fourth time i need like 30 times to crank it before starts. Once the engine is running there is no problems at all, I can make 1000000km after it :-)
