Celica Lock Cylinder Problem

ill just get straight to the point

the tip of my key broke off in my ignition of my 91 celica st about a cm or so is inside its all the way back as far as it will go

in order for me to pull the lock cylinder out i need to turn the key to acc but i cant turn the key at all since the tips broke off

what i wanna know is.....if i were to drill out the pin on the lock cylinder so i can remove it from the steering column...would this cause my steering wheel to lock up?

if it does can i break the lock on the wheel so i can turn it when i put a new lock cylinder in?

i want to try to avoid using a costly locksmith to get the peice out

any suggestions?
