I have a 91 rolla 1.3 GL can i get a de-cat on this and still pass the MOT?

Also where could i get it done an 4 wat cost?

As long as it gets through the emissions test you will be fine as its 92K onwards that must have one.

As for the pipe any decent fabricator could make one for you, search the web for custom exhaust places in your area. The last one i bought was literally a 10x2.5 inch metal pipe for a Celica cost about £30 if memory serves.

I used to head down to KwikFit/ATS and one of the lads would do it for a tenner, the key thing is to make sure the replacement pipe is the exact same size the the cat so its easy to just remove and replace, the pic below shows what i mean:
