Pedal To The Metal

Probably a dumb question, but on my old car there was a hard plate underneath the accelerator pedal so you got a satisfying tapping sound when you floored it.

On the RAV4 (on my 4.2 at least), the limit of the accelerator pedal seems to be determined by the contact between the arm holding the pedal, and the carpet on the floor, so the far limit is a bit spongy and determined by the softness of the carpet. Seems a bit weird? Is this normal?
