If it passed an MOT it won't be a million miles away! I wouldn't get too hung up with that until the weather improves. In the meantime just check the air filter is clean.

Regarding the oil leaks Bothy might have some suggestions - I know the crank seals can give trouble. You might ask the same question on the MR2 forum as they use the same engine.

On the oil leak, I had problems with one of the 3SFE engines leaking oil from the front crankshaft seal. It just got worse and worse. Never had a problem with the rocker cover. Easiest way is to get car up on ramp. Looking for oil dropping underneath where its parked might not give the correct location as oil tracks along the frame etc underneath. Make sure the oil doesn't go low.

On the mpg, as ancs says, cold weather is not the best time to measure this. And the engine management system tends to run the engine a bit rich.

Funnily enough, I just had the 3SGTE timing advanced and the boost put up to 14psi and now I get 240 miles to a tank compared to 210.....I normally refill tank after about 46 litres are used rather than let the tank go empty. Looking forward to getting a Greddy e-manage system installed to get the air/fuel mix right - mainly to allow the engine to run the correct mix and go faster but the side effect might be even better mpg!! Had thought of an Apexi D-Jetro but these aren't available for the engine anymore.

Simple things like checking the spark plugs are ok are worth doing.
