Rubber Strip Hanging From Rear

I have only had my car for 6-weeks, but the garage is 20ish miles away, so i'll only take it if its really a problem.

I was walking towards my car the other day, when i noticed a 3-4 inch strip of foam rubber hanging from the underside of the rear bumper. It seems to be coming from the gap between the bumper and the body, and when poked back up, it just comes back down again. I am loathed to cut it, as I am not a lucky person, and it is likely to be important!! Any ideas what it is, and what it is for?
