I'm not too familiar with gen 7's however there is always little cheap mods you can do, Induction kit, exhaust wrap around the manifold and the downpipe/cat if you can get it around it, a good servicing (plugs, leads, rotor arm, oil, gearbox oil, oil filter, fuel filter, all fluids etc), I would say bigger exhaust but this gives you more power in the high revs not low, remap or superchip (not cheap).

Lose weight, e.g. dump the spare Wheel and anything else not essential. A set of lightweight OZ alloys will make a difference too.

Yep, apart from the above there's not a lot you can do without spending lot's of money. The engine is already well modified as standard, 190bhp out of a normally aspirated 1.8 litre engine - how many car's have 106bhp per litre without forced induction?

Most people opt for supercharging as the next step after induction kits and exhausts.

Also, if it's a pre-facelift 190 then it may be worth changing the lift bolts too. There's lot's of info over on Celica Club regarding that stuff though.
