Key Programming / Replacement

I have just purchased a rav4 2003 and it has come with 2 Master Keys but only 1 works. Is it possible to program the non working key and if so how.

If not where is the cheapest place to get a replacement.

Any advice appreciated.

if its the original key for the car the immobiliser code should still be in the ecu so i suggest changing the Battery in the fob then re coding in the remote because that code will will be gone but ud have to take it toyota maybe unless anyone elso knows a garage that codes keys

It should start the car even without a Battery in it. Unless it isnt coded into the immobiliser ecu. If its just the central locking remote part that isnt working, try putting a new Battery in it. Before putting the new Battery in (with the old battery removed) press the lock/unlock buttons a few times, fit new battery then press the lockk button several times to re-sync to the car. If that doesnt work, it will prob need fully programming in.
