Are the lower round lights fogs or driving lights as a mate said? anyway, flagged down tonight and told to turn them off - didnt know they were on.

They are fog lights (didn't think cars came with driving lights now?) and the Highway Code does advise you when you can use them:

226

You MUST use headlights when visibility is seriously reduced, generally when you cannot see for more than 100 metres (328 feet). You may also use front or rear fog lights but you MUST switch them off when visibility improves (see Rule 236).

There does seem to be different rules for most BMW drivers though...

The lower lights are fog lights. I don't know about the UK legislation, but Norway has restrictions about the usage. Here you can't use them in combination with the driving lights, unless if there is fog of course. Otherwise you can only use the fog lights when the headlights are dimmed and the clearance lights are on...

A golden rule is that if you see front fog light symbol or the rear fog light symbol on the dashboard, and there is no fog... then figure out how to turn them off, because they are a disturbing the other drivers around you. (and you might get fined by the cops as well)
