How can i get the orange bit out of the headlights?

If i do is it an orange light inside?

take of indicator lense, get a sharp metal object and smash the ***** out of the orange bit. pliers will help you pick out little bits and chop the bigger bits into small enough ones to get out of the hole.

And is the bulb inside orange? It is legal to drive like this right?

You'd need to get some of those silver bulbs which flash orange, the standard bulb is white, the orange plastic bit makes it show through colour.
